Background: On September 4, Federal Housing Finance Agency Director Bill Pulte directed Fannie Mae and Freddie Mac to make VantageScore available to all mortgage lenders, expanding a program that had been limited to a 50-lender pilot. Pulte said, "FICO has enjoyed a monopoly. No more." VantageScore was created in 2006 by the three credit bureaus including Equifax and charges $0.99 per score pull, far below the $10 or more Fair Isaac charges. FICO shares fell as much as 21% on September 4 and closed down 16.68% at $932.26. That marks a steep retreat from a 52-week high of $1,998, with the stock down 37% over the past six months. Shares of the credit bureaus declined alongside it.
